Facilities Services Department’s intent is to ensure that all contracted work performed on the MTSU campus is executed safely, efficiently, and in a manner that protects our students, employees, visitors, and university property. Contractors and vendors are expected to uphold the university’s standards, follow all applicable policies, and maintain clear communication with Facilities Services at every stage of their work.

Purpose

To provide a safe, compliant, and coordinated environment for all construction, maintenance, repair, and service activities performed by outside contractors and vendors on university property.

Key Tasks
  • Comply with all MTSU policies and procedures, including safety requirements, Hot Work permitting, confined space entry, utility shutdown protocols, and environmental regulations.
  • Maintain a safe worksite by using appropriate PPE, controlling hazards, and ensuring safe access for campus users.
  • Coordinate all work through the assigned Facilities Services project manager or supervisor, including scheduling, site access, deliveries, and shutdown requests.
  • Protect university property and infrastructure, including utilities, landscaping, buildings, and equipment.
  • Report incidents, hazards, near misses, or damage immediately to Facilities Services.
  • Respect campus operations, minimizing disruptions to academic, residential, and public areas.
End State

Contractors and vendors complete their assigned work safely, on schedule, within scope, and without incident, leaving a clean and hazard-free site. The work performed enhances the university mission while maintaining the safety, integrity, and operational continuity of Middle Tennessee State University.

A Hot Work Permit is required for anyone who performs any temporary operation that involves an open flame or produces heat, sparks, or slag. This includes, but is not limited to: 

  • Welding and Allied Processes: Arc welding, oxy-fuel gas welding, and brazing.
  • Thermal Cutting: Oxygen cutting, plasma cutting, and torch cutting.
  • Abrasive Tasks: Grinding, sanding, and thermal spraying that produce sparks.
  • Facility Maintenance: Thawing pipes, torch-applied roofing, and soldering.
  • Other Spark-Producing Tools: Powder-driven fasteners and hot riveting.

This includes existing buildings, new construction, or temporary outdoor sites where fire hazards may exist. The requirement applies to all employees, faculty, staff, students, and external contractors performing “Hot Work” on properties owned or operated by Middle Tennessee State University.
